After reform
of the salary system that began in 1985, teachers receive
salaries according to jobs they do. In addition, the government
also provides a stipend calculated according to teaching
years, a stipend for teachers in charge of a class and
a stipend for special-grade teachers. Teachers Law of
the People's Republic of China that went into effect in
1994 provides for a system of promotion and salary increases
for teachers. Specific stipulations include regular promotions,
salary increases tied to promotions, regular adjustment
of job-tied salary standards, and a corresponding increase
in the total amount of stipends. The law provides that
the average salary of teachers shall not be lower, or
shall be slightly higher, than that of civil servants.
Another aspect
of treatment for teachers is housing. In the planned economic
era, the housing of public staff is a kind of welfare
and the houses were assigned to the individuals. The housing
conditions of teachers once were very difficult. Since
1978 when state capital spending plans began covering
construction of housing for primary and secondary school
teachers, the state has kept increasing investment in
this area with the result that teachers now have far better
housing conditions than before. In the 1990s, China gradually
carried out the |
commercialization of housing. The State Council and
local governments started the housing project in order
to solve the housing problems of teaching staff.
At present,
teachers enjoy the same treatment with local civil servants
whose medical treatments are covered by public expenses
in most provinces, autonomous
districts and municipalities directly under the Central
Government. The experiment of reform on medical treatment
at public expense in the education system has made an
initial achievement.
With the precedent
development status of education, the realization of
The Teacher Law and the form of the social fashion to
respect teachers and attach importance to education,
the treatment of teachers in China has been greatly
improved and as a career teacher also enjoys great popularization.
